Education is one of the most vital aspects in manifesting inclusive society. It is supported by the Incheon’s Declaration in 2015 emphasizing the commitment to inclusive quality education and promoting equal opportunity for long-life learning to all, including people with disability. To some parts of the world, there are some cultural, political, and practical challenges. To meet those challenges, continuous studies and the synergies between national and international parties are needed. It is to embody quality education for all and it is based on the beliefs that all children are unique and they develop different learning needs. Consequently, educational planning and its implementation must accommodate the children needs. Regular schools must be accessible for all children and provide a suitable learning to all children. This can be done by making innovation on various services, bridging the information gap, improving quality service, encouraging cooperative works between academicians, bureaucracies, and practitioners on advancing the service for special needs children, and fostering research impacting government policy in establishing quality service for people with disability.

 The Second International Conference on Special Educational Needs (ICSEN) will be conducted on 2nd Desember 2017, at Isola Resort, Bandung. This year, the ICSEN’s theme is Optimizing Quality Services for Disabilities. Through this conference, we invite experts, practitioners, and observers of education from all around the globe to sit together to explore various issues and debates on educational research, policies, and experiences. The conference aims are gathering stakeholders from multidisciplinary fields to share knowledge, to solve issues related to equal opportunity in accessing education, and to augment quality service for people with disability.

All full papers submitted to ICSEN 2017 should be written in English and will be sent to at least two reviewers (blind reviewer) and evaluated based on its originality, technical and content quality, correctness, relevance to the conference, contributions, as well as its readability.
